In the course of the Debate on Wednesday last, on the subject of Naval Officers' Marriage Allowance, I stated that the Halsey sub-committee did not deal with the question of the full pay of naval officers, but with that of half-pay and pensions, whereas, in fact, the Halsey sub-committee, set up at the same time as the Jerram Committee, did in fact deal with the naval officers' full pay and allowances; and when I referred to the fact that there was no reference whatever to marriage allowances in the Jerram Committee's report, I was in fact referring to the Halsey report.
I have therefore taken this, the first available, opportunity of correcting and regretting my mistake, with reference to the functions of the Halsey sub-committee. I desire to thank you, Sir, and the House for its courtesy in allowing me to do so.
