§ Colonel StanleyThe Constitution has been accepted in principle, but in a change 765 of this magnitude there are numerous details which require careful consideration. The majority of these have been disposed of, but a few points of importance remain to be settled and these are under consideration locally. It is not yet possible to state when the elections will take place.
