§ The Secretary of State for the Home Department (Mr. Herbert Morrison)Some of the recommendations in this report, which has only just been presented, can be carried into effect without legislation and these will be brought to the notice of the justices. The main recommendations require legislation, and on this I am not in a position to make any statement, but I can assure my hon. Friend that I recognise the importance of these recommendations.
