Mr. Mathersasked the Secretary of State for the Colonies whether he is aware that, whereas in Kenya only 11 Africans have licences to grow pyrethrum, there is, in Nyasaland, a policy of encouragement to Africans to grow this crop; and whether he will cause a similar policy to be adopted in Kenya if there is a real demand for the crop.
§ Colonel StanleyIn Nyasaland pyrethrum growing on a very small scale has been undertaken by Africans under the supervision of a European planter. In Kenya it is being encouraged wherever climatic conditions and labour supply permit, and there is no obstacle to Africans growing this crop provided that they comply with the relevant legislation.
§ Mr. MathersAre they able to comply with this?
§ Colonel StanleyI think so, in most cases, but, of course, the hon. Gentleman will realise that pyrethrum can only be grown at very high altitudes.
