16. Mr. John Dugdale

asked the Secretary of State for the Colonies when it is proposed to reform the constitution of Mauritius.

Colonel Stanley

I am in consultation with the Governor on the subject, but I regret that I am not yet in a position to make a statement.

Mr. Dugdale

Is the Minister aware that, since 1940, the Governor has refused to allow any further elections until the constitution is reformed; and does he not think that is rather a long period?

Colonel Stanley

No, Sir, in view of the very great difficulties, of which the hon. Member is no doubt aware, in this particular island.
