asked the Secretary of State for War whether he will recommend that a clasp to the Efficiency Decoration be issued in respect of service in the Territorial Army further to that for which an Efficiency Decoration has already been awarded.

Such a change in the Warrant, even were it desirable, could only be made in agreement with the Governments of the Dominions, and I hope my hon. Friend will agree with me that this is hardly a time to approach them with such a proposal.

Surely 40 years' service should be recognised? Cannot the matter be raised with the appropriate Dominions?

Without arguing the merits of the case, I honestly think that at this time we must put first things first.
