§ Miss HorsbrughUnder existing law, the primary responsibility for the provision of public water supplies rests with statutory water undertakers. It is the policy of my right hon. Friend within the limits of his present powers, to encourage developments which may lend themselves to the better conservation and use of our resources. Future policy in this matter is engaging my right hon. Friend's attention, but he is not yet in a position to make any statement in regard to it.
