§ Mr. ButlerThe new Council has been constituted on the same basis as its predecessor. I have decided to make the new Council a rather smaller and more compact body, having power to examine witnesses and, as may be necessary, to co-opt other persons on to any sub-committees or groups that it may set up to deal with particular aspects of the remit that I have asked the Council to consider. I am sending my hon. Friend a copy of the terms of the remit.
