§ 39. Mr. Hutchinsonasked the Home Secretary why there was no Explanatory Memorandum attached to The Emergency Powers (Defence) Isle of Man (S.R. & O., No. 1375, of 1943)?
§ Mr. H. MorrisonFor this Order, which is operative not in the United Kingdom but in the Isle of Man, it did not appear that any useful purpose would be served by an Explanatory Memorandum. The first article, which requires 1509 persons landing in the Isle of Man to produce particulars of identity, appears to be self-explanatory, and the second article makes a number of detailed changes in an Isle of Man Defence Regulation for the purpose of bringing it into line with a corresponding Regulation in the United Kingdom code.
§ Mr. HutchinsonDoes not this Order consist entirely of amendments to previous Orders, and is not that precisely the type of Regulation which it is desirable to explain by means of an Explanatory Memorandum?
§ Mr. MorrisonThat was considered, and I will keep the hon. and learned Gentleman's point in mind. But this is an Order which applies to the Isle of Man and not to the United Kingdom, except on this point about travel facilities. It was clear on the face of it, and, on balance, I did not think it necessary to provide an Explanatory Memorandum, which would have been a rather long affair.
§ Mr. HutchinsonBut is there any reason why persons in the Isle of Man should not be given these additional facilities for understanding the purpose of an Order of this kind?
§ Mr. MorrisonI think that in all probability the Government in the Isle of Man will have taken appropriate steps to make it clear to them.
