asked the Secretary of State for the Home Department, whether, for the benefit of all the people who have to cycle to or from their work in the blackout, he will authorise any further improvement in the permitted standard of cycle-lighting this winter?

In February of this year an amendment was made to the Lighting (Restrictions) Order which permitted an appreciable increase in the brightness of front lights on bicycles. This was welcomed by the cyclists' associations, and I am not aware of any general demand for a further increase.
