My right hon. Friend said earlier in the Debate that it would not be necessary to recommit the Bill, and had that been the case I should have asked permission to move a small Amendment in order to ensure a Report stage. But I understand that consultations have taken place and that it is considered desirable that the Bill should be recommitted. I therefore will not trouble the Committee by moving an Amendment.
