asked the Parliamentary Secretary to the Ministry of War Transport why, having regard to the complexity of the Emergency Powers (Defence) London Passenger Transport Order (S.R. & O., No. 1514, 1943), no explanatory memorandum was attached?

Mr. Noel-Baker

No covering memorandum would add to the information given in the Order itself, unless it included lengthy quotations from the London Passenger Transport Act, 1933, and other documents. As the Order does not materially affect the general public, I decided that die additional expenditure involved would not be justified.
