I beg to move, in page 12, line 17, to leave out Sub-section (3), and to insert: (3) For the purposes of this Part of this Act, the proper officer of the council of a county borough or county district shall be the town clerk or the clerk of the council, and it shall be the duty of every such council to provide their proper officer with such staff as he may require for the discharge of his duties under this Part of this Act and national registration regulations made by virtue thereof. This Amendment is in regard to the appointment of proper officers under Clause 13. Further consideration has shown us that it is necessary to substitute a new Sub-section for the one which now stands in the Bill. The new Sub-section actually designates the proper officers, whereas the previous Sub-section provided for their appointment under the Regulations. The reason why we wish to appoint proper officers by the Bill itself is that we wish the work of legislation to proceed immediately the Bill is passed. Broadly speaking, the reason for the Amendment is to get on with the job and to get the machinery working as soon as possible.
