1766 This Clause refers to inquiries. There may be certain inquiries which at least come under this Bill to some extent which are not held by the Secretary of State or at his instance, and Clause 24 is only intended to apply to inquiries held under the procedure which refers a matter to the Secretary of State, and therefore it is desirable, for the removal of doubt, that there should be the insertion of those words "by the Secretary of State" at this point.
