§ Colonel StanleyOwing to war conditions, it was decided in June, 1941, to advise all Colonial Governments that it would be in the best interests of students that certain conditions should be fulfilled before they came to this country. The main conditions were that they should have carried their studies as far as possible in their own countries, and that they should be adequately equipped financially. They were also to be warned that they would be ill advised to come for short time studies, in view of passage difficulties. Acting on this advice, the Government of Nigeria recently issued a notice in the Government Gazette, a copy of which I am sending to my hon. Friend.
