My hon. Friend may wish to refer to the Legislative Assembly Debates, which are regularly placed in the Library. The proceedings of the Assembly are conducted almost entirely in English, though the Rules of Procedure permit the use of Indian languages by members who are unacquainted with English.

Is not the virtually universal use of English in the Legislative Assembly at Delhi due to the fact that English has created a nationhood sense in India?
