asked the Home Secretary whether medical examination takes place prior to a person being accepted as a special constable; and whether application may be made for discharge on grounds of domestic hardship?

I understand that the practice in regard to medical examination varies in different forces. It is open to a special constable to apply for discharge on the ground of domestic hardship, and the decision rests with the Chief Constable. If my hon. Friend has some individual case in mind, perhaps he will send me particulars.
