JowittConsiderable progress has been made in working out the details of the scheme of children's allowances and, though some details remain to be settled, I am now in a position to arrange for the preparation of draft clauses in a form which, subject to further examina- 1571 tion, would be available for incorporation in a Bill. I cannot at present give any indication of the date at which the necessary legislation will be introduced.
