asked the Secretary of State for the Colonies why the Jamaican Government has agreed, in the arrangement of and April, 1943, with the United States Government regarding the recruitment of Jamaicans for work in the United States of America, that the provisions of the Recruiting of Workers Law, 1940, shall not apply as such provision abrogates the application of a law passed to give effect to the International Labour Office Convention which His Majesty's Government has ratified?
