asked the President of the Board of Trade whether, in view of the fact that American publishers may export without licence American-produced publications to this country, he will modify the Treasury Regulations to enable established booksellers now importing books and publications from America to obtain sufficient dollars, under the Exchange Controls, so as to secure the necessary supplies of technical and key journals to satisfy the demand arising from American Forces now resident in this country?

I am informed that the American military authorities themselves import such publications as they consider necessary for their troops in this country. As regards American books supplied through booksellers, the arrangements for import licences are as described in my reply on 11th May last to my hon. and gallant Friend the Member for East Leicester (Major Lyons). The grant of an import licence entitles the holder to remit dollars.
