asked the Financial Secretary to the Treasury whether he will have copies of Hansard placed in the public libraries free of charge?

Mr. Assheton:

No, Sir. Public libraries can already obtain Hansard at half price, that is, £1 a year for the Lords Debates and £1 5s a year for the Commons Debates, and I think that this is a sufficient concession.

Would the Treasury consider issuing Hansard at a price which the general public can afford?
