Mr. Astorasked the Chancellor of the Exchequer whether he is aware that under present conditions the entire overtime earnings of agricultural and other workers are often withheld at source to pay off arrears of Income Tax, and that in consequence, workers are often unwilling to work overtime; and, as this is liable to produce serious consequences to farmers during the harvest season, what steps does he propose to remedy it?
