I would refer my hon. Friend to the statement which I made in the Debate on the Address on 1st December, when I reviewed the main problems of reconstruction which are being studied.

Can the right hon. and learned Gentleman say whether the question of the reform of local government appears in any such list? Is not this a subject which could be left until after the war, so that the whole question could be examined by a Royal Commission?
