asked the Home Secretary whether he will give an assurance that where borough police forces are amalgamated with county police forces members of a borough police force will not normally be transferred to other districts, in view of the fact that such men were previously only under an obligation for service in a particular borough and have made their domestic arrangements on this assumption?

It would certainly be my wish that transfers of members of borough forces should be avoided except in so far as they may be necessary in individual cases in the interests of efficiency, or as a result of promotion, and I propose to make my views known to each chief constable who is to have charge of a joint force. I have no doubt that they will recognise the desirability of avoiding transfers except for some such reason as I have indicated and I am confident that the members of the borough forces need have no fear that they will be unnecessarily disturbed.
