asked the Secretary to the Treasury whether he will direct Departments to identify upon all notices, circulars and memoranda, issued for public information, the Minister or officer authorising such issue, together with reference to any statutory or other provision relied upon?

So far as I know, notices or circulars issued by Government Departments for the information or guidance of the public state explicitly or indicate clearly in the text the Department from which they originate, and, therefore, the Minister responsible. Where action is taken under specific statutory or similar enactments, it is I believe usual to refer to them. If the hon. Member has in mind any particular class of document where either point is obscure, perhaps he will communicate with me.
