asked the Minister without Portfolio what issues, which were not foreseen when the Beveridge Committee was appointed, caused his predecessor, on 27th January, 1942, to direct that those members who were civil servants should not sign the Report?

I do not think that I can usefully add anything on this subject to the statement in paragraph 40 of the Beveridge Report.

Will my right hon. and learned Friend say why Parliament was not informed of these matters at the time they arose?

I can only suppose that it was because it was not considered necessary so to do.
