asked the Secretary of State for War what machinery exists for serving soldiers to put forward suggestions for economies or improvements which occur to them?

This question has been carefully considered in the last months, and as the result of successful experiments in two Commands the existing machinery for dealing with suggestions will be elaborated and extended. The new system, which involves the use of a suggestion box on a unit basis, will be applied as far as possible throughout the Army at home and overseas. It is hoped that all ranks will thereby be encouraged to put forward ideas and suggestions for economies and improvements in the Army.
