asked the President of the Board of Trade whether in view of the frequent disagreements between both customers and shop assistants concerning the correct number of clothing coupons given or received in numerous transactions, he will consider an order making it illegal to give up clothing coupons without obtaining a receipt or, alternatively, making it compulsory to detach them in the presence of the customer?

No, Sir. I am not satisfied that the disagreements, to which my hon. and gallant Friend refers, are so frequent or so serious as to justify imposing further regulations on the already hard pressed retailer and his staff. Many shops already detach coupons in the presence of their customers, but in some shops this procedure is not convenient, and I am not prepared, therefore, to make it compulsory in all cases.
