§ Mr. DaltonNo, Sir. I am not satisfied that the disagreements, to which my hon. and gallant Friend refers, are so frequent or so serious as to justify imposing further regulations on the already hard pressed retailer and his staff. Many shops already detach coupons in the presence of their 733 customers, but in some shops this procedure is not convenient, and I am not prepared, therefore, to make it compulsory in all cases.
