asked the Prime Minister whether the Permanent Secretary to the Treasury has any control over the Foreign Office apart from questions of establishment?

No, Sir. Expenditure from Votes accounted for by the Foreign Office is of course subject, like other expenditure from public funds, to the normal control of the Treasury, but, apart from that, the Permanent Secretary to the Treasury has no concern with foreign policy as such.
