asked the Secretary of State for War whether King's Regulations, paragraph 541, will be amended to enable a soldier on leave and in mufti during an election in his own constituency to put questions to a Parliamentary candidate at a political meeting?

No, Sir. No amendment is necessary on this account. A soldier in the circumstances mentioned who put questions in good faith to a Parliamentary candidate in order to inform his own mind, would not be taking an active part in the affairs of any political organisation or party, and would not be infringing the Regulation as it stands.
