§ 5. Mr. N. Macleanasked the Minister of Labour whether, in view of the number of industrial disputes that have arisen due to the fact that, under the orders issued by his Department, workers cannot leave their employment without official permission whereas employers can dismiss employees without official permission, he will consider the issuing of an order which will remove this grievance and make it necessary for employers to receive official permission before dismissal takes place unless for extremely serious offences?
§ Mr. BevinA person carrying on an undertaking scheduled under an Essential Work Order may not discharge an employee without the permission of a National Service Officer except on the ground of serious misconduct and an employee so dismissed has the right of appeal to a Local Appeal Board. These arrangements were discussed with and accepted by representatives of employers and workers before they were made and I see no reason for altering them.
