§ Miss HorsbrughIn the particular case which I think my hon. and gallant Friend has in mind, the council reached their decision in the exercise of their judgment how they could best meet the needs of their district and of the national war effort with the necessarily limited means now at their disposal and, as I have already indicated, my right hon. Friend does not think intervention on his part would be warranted.

In my constituency there is a rural district council which collects salvage and leaves refuse, and all the local inhabitants fear an epidemic. In another they collect refuse and leave the salvage, and the salvage collectors are patriotically indignant.
§ Miss HorsbrughPerhaps my hon. and gallant Friend has not studied the communications that he has received on the 1840 subject. I shall be glad to discuss it with him, because I cannot think that in these days there is a very large amount of refuse left when salvage schemes are properly worked out.
