§ Mr. Noel-BakerI do not think that the refusal of licences would be the right way to attain the object which my hon. Friend has in view. I would refer him to the answer given by my right hon. and gallant Friend the Minister of Fuel and Power 1623 on 8th October, in which my right hon. and gallant Friend said that he was considering what further measures could be taken to discourage the use of high-powered cars.
Mr. AstorIs the hon. Gentleman aware that a lamentable impression is made on men of the Merchant Navy by seeing civilians riding around in Rolls cars?
§ Mr. Noel-BakerI do not think it would be possible to forbid all high-powered cars, and I do not think the licensing authorities are the people to discriminate between one car and another.
Mr. AstorIs it not possible to lay down a minimum limit to the mileage per gallon of cars to be licensed?
