35. Mr. Astor

asked the Parliamentary Secretary to the Ministry of War Transport whether he is aware that civilians are using high-powered motor cars with high petrol consumption; and whether he will consider refusing licences to such motor cars?

Mr. Noel-Baker

I do not think that the refusal of licences would be the right way to attain the object which my hon. Friend has in view. I would refer him to the answer given by my right hon. and gallant Friend the Minister of Fuel and Power on 8th October, in which my right hon. and gallant Friend said that he was considering what further measures could be taken to discourage the use of high-powered cars.

Is the hon. Gentleman aware that a lamentable impression is made on men of the Merchant Navy by seeing civilians riding around in Rolls cars?

Mr. Noel-Baker

I do not think it would be possible to forbid all high-powered cars, and I do not think the licensing authorities are the people to discriminate between one car and another.

Is it not possible to lay down a minimum limit to the mileage per gallon of cars to be licensed?

Mr. Noel-Baker

That is a matter for my right hon. and gallant Friend the Minister of Fuel and Power.
