The position is that while a new mask has been designed it has not so far been possible to release the necessary supplies of material and labour from tasks which are judged more urgent.

Will my right hon. Friend give instructions to police authorities to pay more attention to cyclists who are riding after lighting-up time without lights?

Cyclists are a delicate subject, but I will consider that.
