asked the Prime Minister whether he will give an assurance that he intends, subject to agreement with our Dominions, to make the materials of economic self-development available to all the world after the war in so far as raw materials, essential primary products and markets of the British Commonwealth of Nations are concerned?

The policy of His Majesty's Government in the United Kingdom on this matter is stated in the fourth principle of the Atlantic Charter and in Article VII of the Mutual Aid Agreement of 23rd February, 1942.
