asked the Secretary of State for War whether he can now make a statement regarding the pay and promotion of quartermasters?

Yes, Sir. I have come to the conclusion that under wartime conditions some modification in the conditions of pay and promotion of quartermasters is justified. I have decided that as a war measure an officer of the quartermaster class shall be eligible for promotion to the war substantive rank of captain on completing three years' full pay commissioned service in the present war. This promotion will carry with it an increase of pay to 19s. a day.
