Mr. Speaker, I rise to ask you a Question of which I have given you earlier notice, namely, whether you have been able to consider the representations addressed to you on behalf of a number of hon. Members as to (1), the allocation of seats on the Opposition Front Bench, and (2), the question of the choice of hon. Members to follow Ministers in Debate, and whether you can make any statement on these matters?

With regard to the first point which the hon. Member raises, on 21st May, 1940, just after the National Government came into power, I made a very full statement and gave a Ruling with regard to the position of Members on the Front Opposition Bench, and to that statement, at the present at any rate, I have nothing to add. As regards the second point which the hon. Member raises, I think it would be best to leave it in my hands as to the selection of speakers who catch my eye.

May I ask whether it is the case that the Front Opposition Bench is for those who are not in opposition, and that those who are in opposition must not on any account occupy the Front Opposition Bench?
