asked the Home Secretary whether, in the interests of road safety, he will eliminate from the roads the large number of motor-cars with ill-adjusted headlamp masks which dazzle other road users by throwing a beam above the horizontal?

Headlamps which cast a beam above the horizontal when the vehicle is standing on a level surface are illegal under the Lighting (Restrictions) Order, 1940, and the police make every effort to enforce the law in this respect.

Mr. Brooke

If the hon. Lady maintains that the police make every effort to enforce this Regulation, will she go and look in any main street of London after blackout and see how unsuccessful the police at the moment are being?
