§ Captain WaterhouseConditions of sale such as those described in the Question are already prohibited by Section 9 of the Goods and Services (Price Control) Act, 1941. Persons upon whom a trader attempts to impose any such conditions which are contrary to the normal practice of the business should report the circumstances to the local price regulation committee for the region concerned.
