§ 56. Sir Richard Aclandasked the Financial Secretary to the Treasury whether he will give consideration to the desirability of setting up in the Civil Service Departments bodies broadly analogous to the works committees which are being set up in the factories, whereby those who are brought in touch with the daily detailed problems may have direct access to those who control administration?
§ Captain CrookshankNo, Sir; because Whitley Councils have been established in Government Departments since 1919, and in Departments with large provincial staffs provision has been made for local committees. The Whitley procedure provides full opportunities for the suggestions of the staff side on matters of organisation and procedure to be brought before those responsible for administration.
