asked the Financial Secretary to the Treasury whether, in view of the fact that the Commissioners for Customs and Excise have no power to refuse wholesale dealers' licences to persons with previous convictions, he will now take powers to enable his Department to refuse licences in cases such as that of Bernstein, who was recently fined £2,600 or six months' imprisonment, at Portsmouth, and is only debarred from a new licence for the remainder of the licence year, despite previous convictions for dishonesty?
