asked the Secretary of State for Burma whether any consideration is being given to the political needs of Burma; whether, in any constitutional proposals relative to India, he will also announce similar proposals respecting Burma; and whether to that end he has consulted or will consult representatives of responsible democratic movements in Burma?

The special difficulties which His Majesty's Government are endeavouring to surmount in India do not arise in Burma. In the latter country the Governor is already aided and advised by a Council of Ministers responsible to the Burma Legislature, and there is also a Defence Council in which the principal Ministers as well as the defence authorities participate.

While it may be true that the political circumstances are different, will the Lord Privy Seal be empowered during his visit to India to communicate with political leaders in Burma who also have democratic aspirations?
