§ Mr. HicksNo, Sir. The Department is prepared to consider tenders for building works from such organisations if they are submitted by a responsible firm as leader of the group or in such other manner as to make it possible for the Department to enter into a contract with the parties concerned and provided that it is satisfied that the group had adequate financial resources, key personnel and organising ability to handle the proposed service.
