Motion made, and Question proposed, "That the Clause stand part of the Bill."

This Clause goes to the root of the whole Bill, which affects very large sections of the community, and as you, Sir Dennis, have not called the Amendment which I have on the Order Paper—in page 1, line 14, to leave out "Treasury" and to insert "Commission"—I want to ask you whether there will be any opportunity of discussing the matter raised by this Amendment for the purpose of rectifying the obvious errors and mistakes that have arisen out of the original Act.

The hon. Gentleman has asked me a question which can be very simply answered. The Question before the Committee is, "That the Clause stand part of the Bill." I have not quite followed what the hon. Gentleman has said, or how the matter he has in mind would be covered by his Amendment, but he is quite entitled to discuss the Clause on the Question which is now before the Committee.

In this Clause there is a reference to the repeal of certain things in the original Act, and I am seeking to bring to the notice of the Committee the desirability of repealing other Sections of the original Act. I want to draw the Committee's attention to the fact that the original intentions of the House have not been effected. What I seek to do is to make the Measure a workable one. As it stands at present—

It is a good thing that I did not select the hon. Gentleman's Amendment, because I am sure that what he is saying on those lines would be out of Order on the Amendment.
