The Exchequer grant was made specifically for the benefit of the adult civilian population. A special point is made of letting teachers know of concerts, plays and art exhibitions arranged by the Council in their district. Parties of children attend art exhibitions and, where possible, public performances of appropriate programmes. They sometimes hear rehearsals of these performances.
