asked the Minister of Supply whether his attention has been drawn to a subversive paper, "Socialist Appeal," which obtains 37½ cwt. of paper per quarter from his Department and has received an additional 30 cwt. by licence for this quarter; and whether, in view of the fact that this paper is used to impede the war effort, he will take immediate steps to cancel this and any future allotments?

No licence has been issued for the supply of paper for this periodical, but so far as the Paper Control Orders are concerned it would be permitted to use paper up to 19½ per cent. of its pre-war consumption. The question whether there are grounds of policy for refusing to allow the periodical to continue is one for my right hon. Friend the Secretary of State for the Home Department.
