Issues of funds to meet expenditure on schemes made under the Colonial Development and Welfare Act, 1940, are made from the Development and Welfare (Colonies, etc.) Vote and from the Development and Welfare (South African 7 High Commission Territories, etc.) Vote. With effect from 1st October, 1940, expenditure on schemes made under the Colonial Development Act, 1929, and not

| The figures of money actually issued do not, of course, give a true picture of the progress made. There is, even in peace time a considerable and inevitable time lag between the approval of schemes and the actual expenditure of money. This is necessarily increased in war by many additional and inevitable sources of delay. |
