Adamsasked the Under-Secretary of State for the Colonies whether he is aware that there is a majority of employers represented upon the Labour Advisory Board of Sierra Leone and that the Governor has prohibited publication of any report of the proceedings of this board; and whether, in view of the deep concern of workers in this Dependency, he will request the Governor to remove this embargo?
§ Mr. Harold MacmillanThe Labour Advisory Board in Sierra Leone consists of a Puisne Judge as chairman, the general manager of the railway and the Director of Public Works as Government representatives, five employers' representatives including one representative of the services and five trade union representatives. Thus, apart from the two Government members, there is equal representation of employers and employed. No orders have been made by the Government prohibiting the publication of any report of the proceedings of the Board. The rules of the Board, which were approved by the Board at its first meeting, provide that meetings shall be held in private unless the Chairman decides that the public should be invited to attend any particular meeting. The Governor states that he is not aware of any deep concern on the part of the workers concerning the non-publication of the minutes and the matter has not been brought to his notice.
