§ Mr. MabaneThe Ministry has power to require the establishment of British Restaurants, but so far persuasion has always been successful in securing their establishment. I think that there have been only two cases in which the Minister has had to make a direct approach, and in both those cases the results were satisfactory and Restaurants were opened.
