asked the Minister of Fuel and Power whether he is aware of the waste of power due to the unnecessary use of lifts in public buildings and blocks of flats; whether he is pre- pared to issue an order forbidding the use of lifts upwards between single floors and the use of lifts downwards except in high buildings, and in cases of age or physical infirmity?
